Why 07E Handgun Training Matters When Hiring a Virginia Private Investigator
Private investigation is built around observation, patience and documentation—not confrontation.
Most assignments are quiet. An investigator may spend hours inside a vehicle, document activity from a lawful location, verify an address or follow a subject between public places without ever speaking to anyone involved. The objective is to gather reliable information without disrupting the events being documented.
But quiet work can still place an investigator in unpredictable environments.
That is why Coastal Virginia Investigations has completed Virginia’s 07E entry-level handgun training. It is not part of a tactical image, and it does not give us police authority. It represents an additional level of preparation for field assignments where conditions can change without warning.
What Is Virginia’s 07E Training?
The Virginia Department of Criminal Justice Services identifies 07E as its entry-level handgun course for regulated private-security professionals.
The course consists of 16 hours of training, excluding the written examination. According to the official DCJS course outline, its subjects include:
Practical firearm handling
Firearm retention
Range and public safety
Low-light and reduced-light conditions
Target, threat and background identification
Malfunction and immediate-action procedures
Judgment-based shooting scenarios
Justifiable deadly force
Criminal and civil liability
Negligent-discharge prevention
Those subjects matter because firearm competency is not simply the ability to hit a target. It includes knowing when a firearm should remain secured, understanding the consequences of every decision, and maintaining control in an uncertain environment.
A regulated investigator carrying or accessing a firearm while on duty must also possess a valid firearms endorsement and remain within the firearm type and caliber for which the investigator has qualified.
The Difference Is Judgment, Not the Weapon
CVI does not approach investigations looking for confrontation.
In fact, good surveillance depends on avoiding it. Becoming involved in the events being observed can compromise the assignment, expose the client, and make otherwise valuable evidence more difficult to use.
The importance of 07E training is therefore not that an investigator can carry a handgun. The importance is that the investigator has received formal instruction concerning restraint, liability, threat identification and responsible decision-making.
That preparation reinforces a fundamental principle of our work:
The investigator’s responsibility is to document the situation—not become part of it.
Investigations Do Not Always Remain Predictable
Surveillance and field investigations can lead an investigator through unfamiliar neighborhoods, isolated roads, parking structures, late-night businesses, and locations connected to emotionally charged disputes.
The investigator may not know:
Who else is present at a location
Whether a subject has a history of violence
Whether someone will misinterpret the investigator’s presence
Whether an unrelated disturbance will occur nearby
How quickly an otherwise routine environment may change
No credential can eliminate those risks. Training can, however, improve the investigator’s ability to recognize danger, disengage appropriately and avoid making a difficult situation worse.
That matters to the investigator, but it also matters to the client. A client should not have to worry that the person they hired will escalate an encounter, expose the investigation, or create an unnecessary legal problem.
07E Does Not Create Police Powers
Private investigators are not law-enforcement officers.
Completing 07E does not grant arrest authority, access to restricted government databases, permission to trespass or an exemption from Virginia’s firearm laws. Virginia regulations specifically prohibit private-security professionals from presenting themselves as law-enforcement or government officials.
The credential has a narrower and more responsible meaning: when all required registrations and endorsements are active, the investigator has completed state-mandated preparation related to carrying a handgun while performing regulated work.
That distinction is important to CVI.
We do not use badges, police-style branding or tactical imagery to suggest powers we do not possess. Our authority comes from operating as a properly regulated private-investigation business, and our value comes from the quality of the evidence we produce.
Part of a Larger Standard
The 07E course is not a substitute for private-investigator training.
Virginia’s separate 02E private-investigator curriculum covers subjects such as surveillance, interviewing, research, privacy law, evidence, report preparation, photography, audio recording and courtroom testimony. The two courses serve different purposes.
Together, they reflect a broader approach to fieldwork:
Know the legal boundaries.
Understand the objective.
Remain observant.
Avoid unnecessary contact.
Protect the integrity of the assignment.
Be prepared if the environment changes.
Document facts without creating drama.
Prepared Without Being Performative
Some investigators market firearms as part of a tough or intimidating persona. That is not CVI’s approach.
A handgun is not an investigative technique. It does not improve a photograph, strengthen a timeline, or make a report more credible. When lawfully carried, it is a last-resort safety consideration—not a marketing prop.
What makes the training valuable is the responsibility surrounding it.
